The Data Action Plan is organised around five themes, each addressing a different aspect of how transport data is managed, shared, and used. Together, they set out ten actions to unlock the potential of data across the transport system.

There is no single solution for using data effectively. Each theme supports a different part of the journey from asking a question to finding a reliable, data-driven answer — from understanding what data is needed, through finding and accessing it, to using it responsibly.
